I walked it with a friend (who had not been there before) on New Year’s Day. Always a nice day hike. Twenty, or so, years ago the boardwalks and stairs were not there. It was fun to climb, but usually muddy, slippery, and difficult. Beautiful waterfall. The whole park is great for hiking.

It is only named “upper falls” because the trail starts above the main waterfall at the Upper Falls campsites. There is no trail to an upper waterfall on Jacob Fork and many consider the small 10-ft drop directly above High Shoals as Upper Falls.
